The Hardline / Concession Question

Interesting Union Question
So, I am working for a fairly large regional theatre, on a show with a very complicated contracting involved. (Involving a transfer/tour portion based off a LORT contract). In the process of the theatre putting the contract together, there was a concession granted for the theatre by the union. My question, in everyone’s experience, who’s responsibility is it to notify the actors – I was told about this specific concession only because I asked how they were handling the issue – a member of artistic staff said “Don’t worry – a concession has been granted.”.
I have no problem with the concession, in fact I pointed out to the theatre that a concession might be granted for this situation – my concern is basically, once a concession is granted, to whom does it fall to inform the cast? The producer? The union? The stage manager?
Any experience with this?
