Simulating loose pot on stage

I am desperate for a loose herbal substitute that can be smoked on stage. It has to be loose so the cast can put it into a pipe and roll papers with it. Any suggestions would be deeply appreciated.

Honey Rose herbal cigarettes (you'll need to deconstruct the pre-made ciagarettes to get the goods loose.)

Edit: In a professional situation, I would be very wary of any substance (oregano, tea, catnip, etc.) that is not commercially considered a smokeable substance.

For a production of HAIR I believe our props master used a combination of oregano, rosemary and thyme. I think the general consensus among the cast was that the oregano was "less smooth" and the rosemary tasted better and hurt their throats less.

for our production of HAIR (and for subsequent productions involving marijuana) we used parsley. Smels terrible. Works great. Actors will deal with it.
