Has anyone heard of this agreement, or something similar?

Which rulebook would it reference?

Is it possible you are speaking about 2 separate topics?

There is a Showcase Code in AEA's Document Library

And I have always understood "Favored Nations" to be a negotiating clause meaning everyone receives the same deal as everyone else. You can specify salary only or be more specific and include billing, cars, dressing rooms, mileage allowance, etc...

That must be what it is. The person talking to me about wasn't entirely clear and was trying to remember what exactly the contract was.

But that must be it b/c it's for the NYMF and everyone gets paid exactly the same.
